Flag States

Every ship is registered under a flag state which means that they are bound by the laws of governments of that state and there are flag state obligations imposed upon the owner of the ship

Every ship sails under a flag state, and is bound by the laws of the country it’s registered in. That country and the ship owner are responsible for making sure the ship is safe, follows international rules, and protects the crew and the environment.

While most flag states meet reasonable standards, some perform better than others. We raise awareness of these differences and support seafarers in advocating for fair treatment and safe working conditions under every flag. See International Chamber of Shipping Annual Flag State Performance Table.
